Description

The Government of India launched Ayushman Bharat in the year 2018 to move towards universal health coverage. A key component of the program is Pradhan Mantri Jan Aarogya (PM-JAY) to address catastrophic health expenditures. Access Health International and its prominent partner the Health Systems Transformation Platform are working towards providing strategic inputs to National Health Authority (NHA), other key health systems change agents and the State Health Agencies (SHAs) on key areas and support identified (1) extending coverage to include primary healthcare services; (2) expanding coverage to non-poor informal sector population (i.e. the ‘missing middle’) and (3) conduct research, synthesis of evidence, policy analysis, and track best practices on healthcare financing to inform NHA/SHAs policies and strategies. As stated above one of the key objectives is to explore if PM-JAY can ensure that primary care providers are available to beneficiaries, before and after hospitalization (which is currently being covered), and appropriate referrals and follow-up services to maintain care continuum is provided. This will involve both policy decisions (what is in the benefits package) and a supply side assessment of what is needed to provide these benefits. To develop appropriate financing and services delivery mechanisms that establish PM-JAY linkages to primary healthcare, expert knowledge partnerships from across the globe are being sought.
